With states finding it difficult to spend money on highway construction and maintenance, what is the most appropriate way to fund highway systems?
1. Fuel taxes
2. Usage fees (like toll roads)
3. Property taxes on vehicles
4. General sales taxes on all products (general fund)
5. Sales taxes on vehicles
6. Fees on drivers (driver's license fees, CDL fees, etc.)
